APPSC released key for Group 3. Are there any key mistakes? Are there any questions which for which bonus marks need to be allocated?

I feel some ans should be changed like Regarding economy in india closed or open the answer should be closed or open based on plan

Precision academy director gave a press statement asking for 3 bonus marks for the following questions. The questions are.. 1) Decentralization of power through local self govt question - answer can be any thing given in all four options 2) Bird is to Flock , Subject is to ? The answer is given as populace but this is vague answer. 3) Process of planning in Indian economy is given as 'open'. But this question is also ambiguous. Bonus marks should be alloted to them as per the statement issues. Wrong answer is given by APPSC for AP Reorganization Act question with respect to expenses of judiciary.

Was there negative marking for this exam? in the press note of APPSC it was given that there will be negative marking, but in the question paper there was no instruction of negative marking!
